In our previous blog posts on Aadhaar Virtual ID (VID) and the usage of Aadhaar Data Vault by ‘Global AUAs’ and ‘Local AUAs’, we first decoded the regulations for you, and then busted some common myths associated with the implementation of Aadhaar VIDs and the Aadhaar Data Vault.
We also briefly touched upon the concept of Limited e-KYC and how UIDAI was planning to categorize AUAs and Sub-AUAs as ‘Global AUAs’ and ‘Local AUAs’ in order to minimize the footprint of Aadhaar Numbers in the backend systems of such Authentication Agencies.
While we did not have a 100% clarity then on how exactly UIDAI was planning to classify Agencies as ‘Global’ and ‘Local’ AUAs, we have it now and are happy to share our insights with you. Here’s a quick snapshot:
Global AUAs:
- Agencies that are mandated by law to authenticate their customers through their Aadhaar Number. E.g. Commercial Banks, Payment Banks, Regional Rural Banks, Small Finance Banks, Co-operative Banks and Insurance Companies are classified as ‘Global AUAs’.
- Global AUAs are allowed to store Aadhaar Numbers but will have to mandatorily use Aadhaar Data Vault for storing the same.
- Aadhaar Numbers cannot be stored by Global AUAs in their business applications like CBS, ERP, CRM, etc.
- Demographic details can however be stored in these business applications.
Local AUAs:
- Agencies that are not mandated by law to authenticate their customers through their Aadhaar Number. E.g. Telecom Operators, Non-Life Insurance Companies, Mobile Wallet Companies, etc. are classified as ‘Local AUAs’.
- Local AUAs can use Aadhaar Number for Biometric Authentication but cannot store Aadhaar Numbers in their databases.
- Local AUAs cannot use Aadhaar Number for OTP-based authentications and are mandatorily required to process these transactions through VID.
- Though local AUAs are permitted to use Aadhaar Number for Biometric Authentication, they are not permitted to store Aadhaar number in their systems.
UIDAI has published the list of entities classified as ‘Global AUAs’ and ‘Local AUAs’ yesterday. For quick access, we have uploaded UIDAI’s original Circular with the complete list here. Feel free to download / share it with your colleagues and associates.
An important point to be noted is that UIDAI has extended the last date for AUAs to fully migrate to the new VID system by a month. The last date as it stands now is 1st July 2018.
